Tool gates (automation switches)

In System config → Multi-agent tool gates:

• Per agent (booking, manifest, mail_monitor, …) toggle automation steps (names match the UI).

Separate from the conversational “skills” hints in the chat UI; these toggles are persisted automation settings (legacy key agent_skills_json). Disabling a step may skip outbound/generation while inbound and file ingest may still occur.
