Approval queue

Path: /admin/email-queue.

Each row is one pending send (booking, pre-booking forward, manifest, …).
Detail shows final recipients, subject, body, attachments (frozen).
Approve: triggers SMTP send.
Reject: no send; queue state updates per rules.

Optional email link approval uses the same semantics: after approve, content is not rewritten.
